Regulatory Rodeo: Rule 3

This page is dedicated to the art of bureaucratic red tape, where the only thing more abundant than paperwork is confusion.

According to Rule 3, all requests must be submitted in triplicate, with a minimum of two backup copies, and a third for good luck. Any less is just not good enough.
