In the year 3050, the city of New Elysium was on the brink of collapse. The once-great metropolis had become a byzantine labyrinth of red tape and petty regulations. The people had had enough, and a revolution was born.

The uprising began with a single, bold stroke of a pen. A lowly clerk, tired of filling out form 27B-6 for the 427th time, had finally had it. He scribbled 'NO!' across the form, and in doing so, sparked a fire that would burn for generations to come.
