Level 1: Ministerial Level

Ministers are the highest level of authority, responsible for making the most important decisions. Or not.

Level 2: Departmental Level

Departmental level officials are responsible for managing specific departments, but not really.

Sectional level officials are responsible for managing specific sections, but not really. They're actually just middle-management types.

Sub-sectional level officials are the ones who actually do some work. But only when they feel like it.
