By order of the Supreme Council of Betty Brilliant, it is decreed that:

• Issue 1: Mandatory use of neon lights in all public spaces
• Issue 2: All citizens must wear matching fluorescent socks on Tuesdays
• Issue 3: The city's central fountain will be replaced with a giant disco ball

Failure to comply will result in severe penalties, including but not limited to:

• Forfeiture of all snacks for a period of 30 days
• Revocation of all parking permits
• Reassignment to a remote work-from-home program in a damp, windowless basement
