According to the Departmental Red Tape Regulations, Section 8 is dedicated to the art of creating more paperwork for its own sake. Subsection 8a: Mandatory Memo Generation requires all employees to produce at least 5 new memos per shift. Subsection 8b: Unnecessary Meeting Scheduling dictates that all meetings shall be scheduled for a minimum of 2 hours in advance, with a minimum 30 minute buffer for "just in case" purposes.
