Chairman Bureaucratic Bob (aka B.B.) has been leading the Committee of Conundrums since 2005. In that time, he's managed to confuse the entire town with an endless stream of pointless meetings and unclear policy statements.
Despite his questionable leadership, the committee has made some progress. They've created a 300-page report on "The Importance of Not Doing Anything." The town's residents are still trying to figure out what that means.
