Committee of Conundrums: Rule #5

In accordance with the utterly absurd and completely-not-made-up rules of this committee, Rule #5 states that all meetings shall be conducted with a minimum of one and a half hours of awkward silence per session, to be punctuated only by the sound of gently tapping pens on the table.
