By order of the Great Committee of the Land, quorum policies are as follows:
At least 3 members must be present to achieve quorum. If less than 3 members are present, the meeting is a Quorum Exception meeting.
Quorum can be achieved in person, by phone, or via carrier pigeon, but not through magic.
