MOTION 3

WHEREAS, the Galactic Union has been woefully lacking in intergalactic diplomacy and cooperation;

WHEREAS, the lack of a Department of Intergalactic Affairs has hindered our ability to negotiate trade agreements with the planet Zorgon;

RESOLVED, that the Galactic Union establish a Department of Intergalactic Affairs, with the following responsibilities:

• Representing the Galactic Union in diplomatic relations with other planetary governments;
• Negotiating trade agreements with the planet Zorgon and other interested parties;
• Providing cultural exchange programs for Galactic Union citizens and foreign nationals;

FURTHER RESOLVED, that the Department of Intergalactic Affairs be led by a Director General who shall have the authority to:

• Appoint Ambassadors and Diplomats to represent the Galactic Union in intergalactic forums and negotiations;
• Develop and implement policies to promote intergalactic understanding and cooperation;
• Provide guidance and support to Galactic Union citizens on matters relating to intergalactic travel and cultural exchange.

NOW, THEREFORE, BE IT RESOLVED that this MOTION 3 be adopted by the General Assembly of the Galactic Union, and that the Director General be empowered to carry out the duties and responsibilities set forth herein.
