It states that, upon observing the contents of a cookie, it is impossible to predict with certainty the contents of another, even if they are identical in all known respects, because the observer's perception of the first cookie is altered by its interaction with the observer's own consciousness.
However, if you were to observe a cookie that you're pretty sure is identical to the one next to it, you might get a different answer, but only if you don't look at it too closely.
For example, if you look at a cookie and see it's a chocolate chip cookie, but then you look away and come back, it might be a oatmeal cookie.
This principle was proposed by the great Cookie Philosopher, Cookieus Maximus, and has been the subject of much debate in the scientific community.
