Preheat oven to 350°F (180°C)
Mix the lemon zest, rosemary, sugar, and butter in a bowl
Beat in the eggs
Combine the flour, confectioner's sugar, salt, and baking powder in another bowl
Slowly add the combined mixture to the wet ingredients, stirring until just combined
Drop spoonfuls of the mixture onto a baking sheet
