Decree 1: Subsection 1.1.1

By order of the Supreme Council of the Universe, all citizens are required to wear pants.

This is a non-negotiable, non-repealable, and totally-not-a-joke decree.

Failure to comply will result in the wrath of the Council, including but not limited to:

• Forced viewing of reruns of "The Price is Right" on repeat.
• Assignment to scrub toilets for eternity.
• Revocation of all snack privileges.
