We, the esteemed Council of Utter Ridiculousness, do hereby declare the following:
Section 1, Subsection 1.3: All who enter this realm shall henceforth be required to wear funny hats at all times.
This decree shall be enforced by the Minister of Ridiculous Headwear, who shall be responsible for maintaining the Official Hat of Utter Ridiculousness.
A fine of 100 gold coins shall be levied upon anyone who fails to comply.
Furthermore, a special task force has been established to deal with any instances of non-compliance, known as "The Hat Police."
