When you're trying not to do something, but you're really trying to avoid doing it, you're not actually doing anything. But, if you're not doing anything, you're actually doing something, which means you're doing the thing you were trying not to do, by not doing the thing you were supposed to do.

Or, to put it more simply: I'm not going to do it, but I'm going to think about not doing it, which means I'm actually going to do it, but not really.
