Sub-Technique: The 3-Part System of Doing Nothing

Step 1: Find a task that is 99% complete, but not quite finished. This will be your "almost-done" task, the bane of productivity.

Step 2: Stare at the almost-done task for 10-15 minutes, re-reading the 1% that remains. This will give you the illusion of progress.

Step 3: When you finally get distracted, consider it a "productivity break" and reward yourself with a snack.
