EDICT NO. 2 - PUNISHMENT FOR NONCOMPLIANCE

By decree of the Supreme Ruler of the Land of Bureaucracy, it is hereby ordered that all citizens shall henceforth wear funny hats at all times. Failure to comply will result in severe penalties, including but not limited to:

• Forfeiting all rights to use the phrase "I'm not a morning person" for a period of one week.
• Performing an additional 500 hours of community service in the form of watching an endless loop of elevator music videos.
• Having their email account flagged as a "Spammer" and subject to random auto-generated responses from a bot named "BUREAUCRAT 9000".

Repeat offenders will be subject to further edicts, including but not limited to:

• Edict No. 3 - Mandatory participation in a weekly "Extreme Ironing" competition.
• Edict No. 4 - Forced viewing of an endless loop of cat videos on a 50" plasma screen in the town square.
