Any vehicle parked in a location deemed "desperate" by the Parking Overlord shall be subject to impoundment.
Parking in a location where the only available parking spots are 1/4 mile away from the nearest dumpster shall be considered desperate.
Repeat offenders will be forced to watch an endless loop of "Parking Lot of Desperation" on a 24" monitor for a minimum of 2 hours.
