**MANDATE 2-6-1: THE GREAT CAKE HEIST**

Due to a string of unfortunate events, the world is running out of the most basic unit of culinary delight: CAKE.

It appears that the current cake-to-population ratio is a disturbing 1:1000. This is unacceptable and a clear mandate for immediate action.

**Action Item 1: Increase Cake Production**

We are calling on all nations to increase their cake production immediately. This includes, but is not limited to:

• Implement Cake-based Economies to stimulate demand and encourage innovation
• Establish Cake Research and Development Institutes to push the boundaries of cake science
