Justification 23 - The One Where We Made A Deal with the Devil

It is widely known that Mandate 3 has a tendency to bend the rules. In the case of Justification 23, we made a deal with the devil himself, trading a few souls for a 30% increase in efficiency.

Details of the deal are sketchy, but it is said that the devil's contract came with a few... stipulations. For example, all employees are required to wear "I'm with the devil" t-shirts on Fridays.
