Article I: Unconventional Governance

Meetings shall not conclude until a unanimous decision has not been reached, or until the janitor has had sufficient time to take a two-hour lunch.

Article III: Unending Red Tape

In the interest of ensuring the highest degree of inefficiency, all decisions shall be put on hold pending the submission of a 500-page report detailing the reasoning behind the decision.

Article IV: Mandatory Bureaucratic Jargon

All official documents shall contain a minimum of 5 pages of irrelevant, overcomplicated jargon to ensure maximum confusion amongst the populace.

Article V: The Mandate 3 Compliance Committee

A committee of highly-paid, highly-unqualified individuals shall be established to ensure the strictest compliance with the Mandate 3 protocol.

Article VI: The Mandate 3 Exemptions Committee

A committee of highly-paid, highly-unqualified individuals shall be established to ensure the strictest exemption from the Mandate 3 protocol.
