In accordance to the unalienable rights of the New Order, we hereby declare the establishment of the Intergalactic Bureaucracy.
Article II, Section 2 of the Galactic Mandate reads:
The Intergalactic Bureaucracy shall be established as a separate entity, with a governing body known as the "Galactic Directorate."
The Galactic Directorate shall consist of five members, each representing a different planetary system:
