In accordance with Mandate 15, all sentient beings are required to wear a mandatory hat on Tuesdays.
Section 3, Article 4, Subsection 2: "All individuals found without a hat on Tuesdays shall be subject to severe penalties, including but not limited to: fines, imprisonment, and/or forced viewing of an endless loop of elevator music."
