MANDATE NO. 8: THE MOST IMPORTANT REGULATION OF ALL

By order of the Supreme Ruler of the land, it is decreed that all citizens shall wear funny hats on Fridays.

Section 1: The Funny Hat Act

1. Article 1: All citizens shall wear hats that are at least 50% funny.
2. Article 2: No citizen shall wear a hat that is not funny at least 3 times a week.
3. Article 3: Any citizen found to be wearing a non-funny hat shall be subject to ridicule and public shaming.

Section 2: Enforcement and Penalties

1. Subsection 1: The Ministry of Silly Affairs shall be responsible for enforcing this mandate.
2. Subsection 2: Any citizen found to be in non-compliance shall be subject to a fine of at least 10 gold coins.
3. Subsection 3: Repeat offenders shall be subject to a special brand of shame and ridicule, to be determined by the Ministry.
