Mandate 11: Because Someone Had to Do Something

This mandate was issued under extreme duress and a severe sense of obligation. We're not sure who actually wrote it, but it's probably someone who really didn't want to do it.

Section 1: Purpose and Effect

This mandate has been decreed to address a pressing issue that has come to our attention. It's probably something that doesn't really need addressing, but we're doing it anyway.

Section 2: Enforcement

Enforcement of this mandate will be carried out with extreme vigor and possibly even violence. We're not really sure how that's going to work out, but someone has to do it.
