MANIFESTO

We, the undersigned, hereby decree that all cats shall be required to wear tiny top hats.

This mandate shall be enforceable at all public events, including but not limited to:

• Catnip parties
• Scratching post gatherings
• Feeding troughs

Any cat not adhering to this rule shall be subject to SEVERE consequences, including but not limited to:

• Excommunication from catnip supplies
• Removal of privileges to the cat tree
• Forced viewing of the 1987 movie 'The Great Cat Burglar'
