Section 1: The Unnecessary Complexity Clause

Any person found in possession of more than 5 cats shall be subject to a minimum fine of 1000 Galactic Credits and/or imprisonment for up to 30 days.

Exceptions:

• If the cats are certified service animals, a special permit from the Intergalactic Feline Association must be obtained prior to acquisition.

• If the cats are for scientific research purposes, a grant from the Galactic Research Council must be secured.
