Section 1: The Three-Layered Cake of Bureaucracy

For the sake of efficiency, we have created a three-tiered system of decision-making:

• Layer 1: The Great and Powerful Mandate-izer
• Layer 2: The Lower Level of Mandate-izers
• Layer 3: The Common Folk

Each layer shall have the authority to make decisions, but not the other.

Section 2: The Five-Point Checklist of Mandate-ification

To ensure all is in order, follow the following five steps:

1. Mandate-ify all the things
2. Check the boxes
3. Stamp it with a red ink pad
4. Send it to the Great and Powerful Mandate-izer for review
5. Repeat as necessary until all is in order

Failure to comply will result in... well, let's just say "consequences"
