This mandate is a critical update to Mandate 2.1, THE BUREAUCRAT'S RECIPE FOR CHAOS which was widely regarded as too lax. In response, the Bureaucratic Committee for the Uncoordinated has worked tirelessly to create a more draconian set of rules.

			MANDATE 2.2: THE BUREAUCRAT'S RECIPE FOR DISASTER

			* 5 hours of mandatory training per week
			* Training must be conducted by certified Bureaucratic Experts (BE)
			* Failure to comply will result in severe penalties
