Rule 3: The Bureaucratic Redundancy Directive

This rule mandates that all meetings shall be attended by at least two (2) bureaucrats, one of which must be a specialist in the field of redundancy.

Section A: Purpose

The purpose of this rule is to ensure that all meetings are attended by at least one (1) expert in the field of redundancy, to guarantee that all decisions are made with maximum redundancy.

Section B: Enforcement

Violations of this rule shall be punishable by mandatory attendance at a reeducation seminar, where the offender shall be forced to watch a 4-hour video on the importance of redundancy.

Section C: Exceptions

This rule does not apply to emergency meetings, or meetings attended by a single person who is also a redundant person.
