Summary: We need more bells. Many more bells.

Background: Our current bell collection is woefully inadequate. We require a minimum of 5 additional bells per employee to meet modern standards.

Proposed Solution: Install 5 new bells in the main conference room, and 3 in the break room. This will ensure that all employees can clearly hear when it's their turn to talk.

Implementation Plan: Hire a bell-buying committee to source and purchase the bells. Schedule installation for 3 weeks from now. Provide 2 hours of training on bell etiquette for all staff.
