Section 3, Article 2 of the Mandate states: "A beard that is deemed unacceptable for its lack of length or quality may be subject to review by the Mandate Enforcement Agency. The M.E.A. reserves the right to confiscate any beard that does not meet the requirements, and to issue a fine of up to 500 Mandates Bucks for each day of non-compliance."
