Section 3, Article 1: Thou Shalt Not Slack

By decree of the Supreme Council of Casualness, it is hereby mandated that all citizens shall maintain a minimum level of sartorial splendor at all times. Failure to comply shall result in the imposition of the dreaded "Casualness Tax."
