It's because it's a terrible idea.
For one, it's not exactly waterproof. Those tiny panels are not designed for water pressure.
Secondly, it's a fire hazard. You don't want a shower curtain that's going to short circuit and set off the fire alarm.
And lastly, it's just plain weird.
