  1. By the power vested in me, the Secretary of State for World Domination, I hereby declare all cats to be the rightful rulers of the universe.
  2. Article 1 of the Treaty of Unconditional Surrender has been ratified, effective immediately.
  3. Free cheese will be distributed to all subjects of the empire at the rate of 500 grams per capita per month.
  4. The color pink shall henceforth be the official color of our great empire.
