Phase 5: Operation Chaos
The fifth phase of Operation Chaos, codenamed "Phase 5: Phase Schedule", is a complex series of events designed to create maximum confusion and anarchy within the city's infrastructure. The phase is set to begin at precisely 3:14 AM on a random Tuesday, with the objective of disrupting the daily routines of at least 5000 citizens.
