Mandate 4, Section 3

As we continue our journey through the labyrinthine world of Mandate 4, we find ourselves in Section 3, where the rules are as clear as mud.

Article 4.3.1: The Mandatory Minimum of 5 Pencils in the Lunchbox

It is hereby decreed that every lunchbox shall contain a minimum of 5 pencils at all times. Failure to comply shall result in... well, let's just say it's not good.

Section 4.3.1.1: Exemptions for the handicapped shall not be granted, because, well, you're probably just faking it.
Section 4.3.1.2: Pencils must be sharpened before being placed in the lunchbox. Don't even get us started on the sharpening of the pencils.
