Our submandates are ranked based on an arbitrary system of points, which we've decided are totally not made up. Each submandate earns points for things like "being vaguely impressive," "having an unclear purpose," and "being sorta sorta related to the main topic." The rankings are constantly being recalculated, so don't even bother trying to figure it out.
