Section 1: Bureaucratic Inertia

According to Article 42, Subarticle 17, Paragraph 3 of the Bureaucratic Code, any request must be processed at least 17 times before it can be denied.

Each processing iteration shall be accompanied by a minimum of 3 hours of waiting time, which can be extended up to 72 hours if the request is deemed "complex" or "requires additional research".

Failure to comply with these regulations may result in penalties up to and including, but not limited to, mandatory attendance to a Bureaucratic Inertia seminar.

Section 2: Red Tape and Regulations

The following forms must be filled out in triplicate, using only approved 8.5 x 11 inch paper, and submitted to the relevant department within 3 working days:

Failure to submit these forms in a timely manner may result in automatic denial of the request, without further review.
