Section 2: Red Tape and Red Flags

By order of the Ministry of Inefficiency, it is decreed that:

• Article 12, subsection A: All forms must be filled out in triplicate, with at least one page devoted to justifying the existence of the form.
• Article 14, subsection B: All meetings shall be held in a sterile, windowless conference room, with a minimum of three chairs and one chairperson.
• Article 17, subsection C: All reports must include a minimum of 17 pages of boilerplate text, including but not limited to, the history of the report, its purpose, and a summary of its findings.

Failure to comply with these regulations will result in a sternly worded memo from the Ministry of Inefficiency.
