**Cookie Licenses: A Guide for the Bureaucratic Masses**
By order of the Bureaucratic Council, all cookies sold within the realm must adhere to the following regulations:
- Cookie size must be exactly 5.5 inches in diameter, plus or minus 0.01 inches.
- Cookie color must be a registered shade of 'Cookie Blue' (#00ff00) or 'Cookie Red' (#ff0000). No exceptions.
- Each cookie must bear the official Bureaucratic Cookie Seal, affixed with precisely 7.5 units of adhesive. Any less or more will result in fines of up to 10,000 cookie-dinars.
