In an effort to conserve pencil supply, the Maximum Pencil Sharpening Regulation Agency (MPSRA) has established strict guidelines for pencil sharpening.
Each citizen is limited to 3 sharpenings per week. Repeated offenses will result in a mandatory pencil-rationing program.
