Because someone asked us to, we're allocating $10,000 for "Unspecified Research Initiative" which will probably just be used to buy more staplers.
Also, because it's a great idea, we're spending $5,000 on "Bureaucratic Red Tape Reduction Initiative". We're pretty sure it'll just be a bunch of people staring at each other in meetings.
And, naturally, we have to allocate $20,000 for "Bureaucratic Self-Congratulatory Awards and Ceremonies". Because who doesn't love an excuse to give themselves a trophy?
