Penalty 12A Section 4C: "The Unnecessary Form Submission Fee"

**Warning:** Failure to comply with this regulation will result in a minimum penalty of 1000 hours of tedious paperwork.

As per Section 4, Subsection C, Article 12, all forms must be submitted in triplicate, with a cover letter, and a 50-page justification for why you can't just use the online form.

**Additional Fees:*

• $50 for every form not submitted with a self-addressed, stamped envelope
• $100 for every form not submitted with a certified copy of your birth certificate
• $200 for every form not submitted with a 20-page dissertation on the importance of your request
