According to our completely-not-at-all-scientific research, the optimal fee structure for the year 3050 is 47 different layers of bureaucracy, each with a distinct fee.

Layer 1: Initial Application

Pay $50 to fill out the application form. Don't bother, it's not like it'll get processed.

Layer 2: Form Verification

Pay $20 to verify that you've filled out the application form correctly. We can't trust you, obviously.

Layer 3: Background Check

Pay $30 to check that you don't have any outstanding parking tickets from 2034. It's a thing.

Layer 4: Credit Check

Pay $25 to see that you can afford the fees. Or not.

Layer 5: Interdepartmental Review

Pay $40 to see if we actually care about your application. Spoilers: we don't.
