  3. Any deviation from these rules shall result in a penalty of $10,000, payable to the Bureaucratic Mandate Enforcement Agency.

Enforcement of Mandate 2 is handled by the Bureaucratic Mandate Enforcement Agency (BMEA), a highly trained and highly paid task force dedicated to ensuring compliance with the mandate.
