For the purposes of officialdom and administrative record-keeping, it is hereby decreed that the following definitions shall apply:
A noun. A person who has spent more time studying the art of filling out forms than actually accomplishing anything.
A verb. To fill out form after form after form, until the original intent is completely lost in a sea of paperwork.
A noun. A person who has mastered the art of making a three-hour process take five hours due to excessive form-filling and red tape.
By order of the Ministry of Red Tape, all definitions are hereby official and binding upon all citizens of the Realm of Bureaucratis.
