What is Bureaucratic Overlap? It's when two or more forms are required to be filled out for the same purpose, often with the same information. It's a beautiful example of efficiency gone wrong.

Example: You need to file a complaint. You need to fill out a complaint form, which requires you to write down your complaint. Then, you need to fill out a separate form to request a copy of the complaint, which requires you to write down your complaint again. Ah, the thrill of bureaucracy!
