We have two clients today, both struggling with Procedural Overlap. Let's get started with Client #1, who's been trying to fill out Form 27-B/6, but keeps getting conflicting instructions from the system.
C1: "I just can't understand why I need to sign this form in triplicate and also get a notarized copy from the county clerk's office. It just doesn't add up!"
Clinician: "Ah, yes. Procedural Overlap is a classic case of bureaucratic entropy. I'm going to need you to sign the form 27-B/6, but also submit it to the department of redundancy, who will then forward it to the office of the chief clerk, who will review and stamp it with their official seal, and then send it back to you for final approval." C1: "Umm... okay... *sigh*..."
And now, let's move on to Client #2, who's been trying to get a permit for their new cat cafe, but keeps getting conflicting answers from the zoning department and the health inspector.
C2: "I just want to open a cat cafe, but the zoning department says I need a special permit, and the health inspector says I need a different special permit. Which one do I need?"
Clinician: "Ah, yes. Procedural Overlap strikes again! In this case, you'll need to fill out Form 42-A/3, but also sign a letter of intent with the city planner, who will then forward it to the zoning board, who will review and approve or deny it. But only on Tuesdays." C2: "Ugh... *facepalm*...">
