Bureaucratic Jargon (noun): The art of using obscure, made-up words to confuse and intimidate non-bureaucrats.

Example: "The report clearly states that the committee has 'engaged in a paradigmatic shift in the paradigm of paradigmatic thinking'.

This is not a real word, nor is it a real concept.
