Article 1: The Right to Inefficiency

Article 1, Section 1: All employees shall be required to fill out Form 27-B/6 for any minor task, regardless of its actual complexity or relevance to the task at hand.

Article 1, Section 2: Any request for clarification or explanation of a policy shall be met with a 30-day response time, plus or minus 6 months.

Article 2: The Right to Red Tape

Article 2, Section 1: All new policies shall be implemented with a minimum of 12 months of planning, testing, and revisions before any actual implementation.

Article 2, Section 2: Any change to existing policy shall be met with a thorough review of all related documents, including but not limited to: 17 meetings, 23 memos, and 14 committee reports.
